What strategy for Vietnam to develop quickly, strongly and sustainably in the new context...?

Recently, digital transformation in the agricultural sector is considered as one of the urgent contents, especially in accompanying the Government to achieve the goals set out by the National Digital Transformation Program. To develop the country, the state needs to mobilize the wisdom and resources of the whole nation, in which overseas Vietnamese are very precious resources. Within the scope of my expertise and knowledge, I would like to have some comments related to digital transformation and IT.

Based on our long-term experience in strategic planning for Liberty Global Telecommunications Corporation in Europe, we need to identify and analyze the country's strengths, weaknesses, challenges and opportunities. It takes time and serious research and objective assessment to make accurate recommendations, which indicate strengths to promote, weaknesses to overcome, and challenges to be solved. such as climate change, corruption... and seize the opportunity to develop the country.

I have worked regularly in 12 European countries for more than 14 years, so I have also seen many things and when I have time I often go to the museums to find out how they have developed. I wondered a lot, why our country Vietnam, 46 years of peace, we still haven't turned into a dragon like other countries. A story that has followed me forever since visiting the palaces in the city of Potsdam in Germany, 30km from Berlin, built by Frederick (1740-1786, king of Prussia). When building the palace Frederick discovered that all silk carpets must be imported from France and Italy. He was very sad and felt humiliated about the backwardness of German industry, so he put all his energy and money into laying the foundation for building German industry from zero to the pinnacle of Europe as it is today. We desperately need leaders who have the heart and vision, determination and determination to do so. I researched, gathered the above points and thought about what Vietnam should focus on developing, I can share with you for a few hours, but maybe for another occasion. Making the right strategy is to determine where Vietnam is and where it will go in the future to promote the core values ​​of its nation. We can't see our neighbors playing soccer well I also play football, which means that Vietnam does not have to develop an industry like Germany or Japan... but based on analysis of strengths and opportunities, I suggest that I focus on developing the following 4 areas in the future. To: Promote digital transformation and development of information technology (IT), smart agriculture, smart fisheries and digital tourism. The industry should also develop, but we need to identify our strengths to develop the industry to serve that strength. For example, industry serving processing and preserving agricultural and aquatic products.

Firstly, promote digital transformation and IT development

Why must we accelerate digital transformation? According to a report by IDC, in 2018, the world spent $ 1300 billion on digital transformation, by 2022 it will be $ 1970 billion and large companies in the G2000 list will invest 30% of their revenue in digital transformation. . Previously, it took nearly 10 years for Kodak to disappear from the S&P 500 list (the largest companies on the US stock market) but now companies change the list within 2 weeks. This shows that digital transformation is a global trend and extremely fast development of the world economy, so Vietnam needs to grasp the trend of the times to change quickly, survive and develop to ensure the success of the world economy. its independence.

Digital transformation is the application of new digital technology to new business processes or changing old processes to create new products or services, improve customer experience, increase revenue, and reduce operating costs. …, for e-government or digital government is a better public service for the people, employees, and employees with a better working environment such as shared data, easy information search, good security …with the goal of putting people and businesses at the center, a paperless office, digital signatures and reduced operating costs. Corruption is the biggest challenge to the regime's survival, and a successful digital government will help reduce a significant part, especially the harassment of people in administrative regulations - public services of state agencies. .

In terms of the state, I think that perfecting the legal framework is extremely important in management. The question is: Ensuring product quality, resolving warranty disputes or transporting goods, confidentiality of customer information is guaranteed by domestic and foreign businesses, electronic payment solutions. through online is still very difficult, not to persuade users for security court n  the security of IT solutions, and is that state tax revenue, what if the liquidation payment are cash?

What the government should do right away is to evaluate the existing online payment solutions, choose the best solution, ensure for users, promote more awareness about the development of e-commerce systems and Online service on Cloud Computing platform. Currently, agencies still keep all documents and documents, both on computers and on paper, which are very wasteful and affect the environment, need to change to a paperless office – that is the transformation of ideas. Meaning, it can be done in a short time and save many billions of dong.

The problem of digital government still has a lot of work to do, such as deploying citizen codes to connect with other government IT systems, but now using the Citizen Identification Number (CCCD) code to connect with the government. Such social insurance is not complete because it ignores children under 14 years old or foreign nationals living and working in Vietnam without CCCD. Next is a centralized identification system for citizens or businesses to allow access to other government IT systems. Then the overall architecture still needs to be reviewed because distributed development is very expensive, information is not secure, each unit understands in its own way, slow integration and loss of documentation…

Digital transformation is towards digital government, digital economy and digital society on a new digital infrastructure, a task of strategic importance, both urgent and long-term, of both the political system and the whole society. , it is necessary to have the leadership, direction and the drastic and synchronous participation of the Government, all levels and branches; attaching responsibilities to heads of government at all levels; fully aware of the nature and content of this process; determined to renew thinking and action, considering it a breakthrough solution in the process of directing and administering socio-economic development and administrative reform in each agency, unit and locality.

IT is the key to digital transformation, but now most products and “experts” have to import. Therefore, we need people with well-trained IT, good English and grasping new digital technology knowledge. I think in the short term develop IT to solve domestic demand and then gradually export products.

Currently, I am co-ordinating a forum about learning math with more than 4,300 students participating in a short time. That shows the eagerness to learn of the young generation but  who are math learners and also have many friends who study math, the most needed math knowledge for life is still the multiplication table and now it's smartphones. From 1964 to now, Vietnam's math learning movement has had achievements in a number of fields such as winning the Math Olympiads. In Vietnam, it can be considered a big and important award, but in foreign countries they only consider it a student award. Many achievements in mathematics, however, Vietnam's contribution in mathematics to the world today is very modest, only Ngo Bao Chau...

Instead of investing in math and taking advantage of the intelligence of young people, Vietnam needs to invest in computers and English. IT is a very necessary but very expensive industry because what you knew 6 months ago may be outdated today, so you always have to update your knowledge and must know English well to learn new things. Bringing computer programs into formal teaching schools. How should we invest in math, let's invest in computers and English like that. Let students learn programming from a young age and select talents and foster them. The Ministry of Education needs to research to come up with a program that is both learning and playing, attractive to children. Because any profession now needs information technology. Computer science and English both serve people in any profession. Vietnam develops informatics, creating education in schools.

In addition to the necessary general education, there is a training program and continuous updating at the university and college level. The State needs to have policies to encourage the development and use of products developed by Vietnamese enterprises for state-owned enterprises, thus creating jobs for software workers and newly developed IT enterprises. . Businesses that do well should be encouraged to share knowledge in university and college curricula. If jobs are not solved, eventually talents will have to go abroad to earn a living or sell foreign products like today.

Second, Smart agriculture development

About 60% of people work in agriculture, thinking is still around wet rice, doing their own business, small, low productivity, it is difficult to grow the same variety for export. According to the Economic and Urban newspaper, October 24, 2019, land use productivity in Vietnam is only about 1,000 USD/ha/year, equivalent to the value that the agricultural industry brings to Vietnam is 285 USD/person/year. five. Agriculture provides Vietnam with a very low income (below the poverty line of 1.9 USD/day). It is this that people leave their fields to the city or industrial zones to do anything, but  the Covid-19 epidemic has almost the whole country locked down, they have no jobs, no money to pay rent, food, etc. Silently leaving the countryside in groups of floods, by road, motorbikes brought the virus everywhere and the results were visible to everyone.

Therefore, Vietnam needs to develop a smart and sustainable agriculture with synchronous solutions for people to have high incomes and stay in the countryside.  Promote digital transformation in agriculture, develop information system for farmers about current map and agricultural land use plan/crop structure, soil map - soil quality in each locality and village Irrigation and water resources map, land settlement map, database on plant varieties, database on fertilizers, plant protection drugs, database on production techniques, digital map needed for non-residential areas with a scale of 1:2000 and residential areas of 1:500, in parallel with planning and developing a clean, civilized new rural area with less concrete and a need for a cemetery for the countryside South.

Develop an information system for all citizens about food safety conditions, food standards/certification services, and market prices Developing a management system for the production of agricultural products according to VietGAP standards and the origin of agricultural products based on Blockchain - Blockchain technology to ensure export quality and food safety.

In my opinion, rice cultivation should be concentrated in the South, and the North should focus on fruit trees and vegetables. Guide people to grow the right plants for their land based on the information systems mentioned above.

Change the mindset of farmers, use organic fertilizers in agriculture and use biological methods to fight pests, for example: raising ladybugs to eat parasitic insects including aphids and mealybugs. Livestock for agriculture, agriculture for livestock, in a cycle. Land in abandoned industrial zones should be returned to the people, turning that land into an isolated area of ​​a cooperative (cooperative). It should be emphasized here that the cooperative is modern as a business to be able to grow a few varieties that are suitable for the land and climate for export. Building and developing a digital management system of cooperatives and enterprises in the provinces according to the list of products and services.

Third, develop smart fisheries

Fourth, develop digital tourism

Vietnam has many attractive tourist destinations such as Ha Long, Sapa, Trang An, Hoi An, Phong Nha Ke Bang, Phu Quoc, Nha Trang, Can Tho... with many long-standing historical sites such as Hanoi, Cham towers, Yen Tu, Perfume Pagoda, Hoi An, Hue… The climate is sunny and hot all year round from the Central region onwards. There are many airports, safe destinations and ideal winter break for Western tourists.

Need to develop Vietnam tourist portal, have a single Internet address for all tourists in many different languages, eye-catching design, introduce tourist attractions with beautiful photos, history, museums, super town, how to get there, hotels, restaurants...

Currently, many people do tourism in Vietnam, but the state earns very little. Therefore , all hotels, booking companies, travel companies must declare the number of   people entering and leaving. Or booking companies. Those taxes are used to develop and preserve tourist attractions as well as protect the environment such as treating garbage, wastewater, etc.

Vietnam needs to develop tourism digital maps in many different languages. The General Department of Tourism can make a general hotel booking system for remote areas, small hotels, they register information. In addition, develop transport and infrastructure. Currently, Vietnamese trains still have 1m track from the French period, which is very sad.

Vietnam's tourist destinations need to invest more, specifically, the museum system needs to be rich in exhibits, commercial centers advertising handicrafts, agricultural products and garments. It is necessary to breathe life into the tourist destination, create good legends and stories to attract visitors.

Thus, besides the above development, Vietnam needs to pay attention to the exploitation and protection of the environment. All cruise ships run on solar energy. Waste treatment, waste water treatment, not discharged into rivers and lakes, not discharged into nature as today.

In addition, the State needs to have a stable and long-term strategy to encourage, mobilize and use overseas intellectuals to participate in the development of the country. Regarding specific treatment policies, we can learn how some countries are successful in inviting expatriates.
